Huitt-Zollars developed a storm water master plan to accommodate planned growth at Fort Sam Houston; the growth was a direct result of the Base Closure and Realignment Commission (BRAC) realignment of troops and facilities expansion. The study encompassed the entire 3,900 acres of the installation, included an assessment of the existing storm water drainage system infrastructure (its capacity and inadequacies), and an evaluation of the 100-year floodplain and results tabulation. The dynamic modeling methodology allowed Fort Sam Houston staff to effectively budget construction funds for areas where lack of storm water capacity required immediate attention.
