Huitt-Zollars designed a six‐lane highway through a 573‐acre commercial and industrial park for El Paso International Airport. The new highway is 2.5 miles long with a 120‐foot right‐of way. Engineering services included pavement design, pavement plan and profiles, erosion control, maintenance roads, security fencing, an illumination plan, new traffic signals, median landscaping, storm sewer plan and profiles, and retention basins. Six retention basins, each with an average volume of 30‐acre‐feet, were designed to hold a 100‐year storm, a ten‐year silt volume, 25 percent emergency storage, and have one foot of freeboard per the City of El Paso Subdivision Ordinance guidelines.
